Or perhaps bombing the “empty’ bunker may have been to calibrate damage against a known type of Soviet-era installation, to gauge just what was required. The possibility exists that same bunker was quietly set up as a fall-back position where the operations from the Ministry in Kiev that was just bombed could have moved if things got too “hot” in Kiev.
